Our previous quoting system allowed us to include our contract/terms of service as part of our proposal. This was much more streamlined and less confronting to our clients.
I say 'confronting' as our clients have officially 'approved' our services and then they get another email saying, 'now approve all these terms in this legal contract'.
We want to make it simple and friendly for our clients by having one easy step when accepting a proposal.
Also, we have a lot of repeat clients, and I want them to be able to avoid having to jump through hoops approving multiple stages.
You could possibly combine Proposals and Contracts by having a 'next' button, which shows the terms/contract, and then you click 'approve' once. Or by having a drop-down section in the proposal that opens up to show the terms.
I understand some people may prefer to send these separately, so there could be a preference in the proposal settings to combine or send them individually.
